Soaked!
Frontier's first expansion pack for the US #1 hit RollerCoaster Tycoon 3 game was released in June 2005 by publishers Atari. It features more brand-new coasters, rides and themed scenery plus a massive extension to gameplay via the addition of water park content - for the first time budding Tycoons are able to add swimming pools, waterslides, aquaria, combined firework, water and laser light shows and whale and dolphin shows to their parks.

I think Soaked! does exactly what an expansion needs to and then some. Not only did they add a bunch of new content, rides, scenery, and events, but they even added completely new features.
